With regard to the Course suggested by Your Grace for meeting any further expenditure for this service, I have the honour to inform your Lordship that at present the subscriptions have reached a sum which will not necessitate any further call for assistance from Government for some years.

I do not, therefore, deem it necessary to introduce any legislation on this subject for the present, especially as there exists just now a decided hostility to a special rate. Therefore, as it is not yet required, it would be impolitic under the circumstances to take any action in the matter at present.
